电厂NOx控制政策与技术:美国的经验及对我国的启示
Control of NOx emissions from power plants: Experiences of United States and its implications for China

摘要: 我国NOx排放的快速增长导致其环境和生态影响日益加剧,已经引起全球关注,但是现行的NOx污染控制技术和政策远远落后于实际需求。为减少酸雨、臭氧和颗粒物带来的环境问题,美国采取排放控制和排污交易等方式削减了燃煤电厂的NOx排放。系统分析了美国NOx污染控制法规、标准、规划和控制技术应用情况,总结了其NOx控制的成功经验,进一步提出了符合我国国情的NOx控制对策和技术选择。Abstract: The rapid increase of NOx emissions has caused serious environmental impacts in China, which arouses increasing attentions in the worldwide. However, the existing legislations on NOx emission control are far behind the need of air pollution control. In order to control the NOx-related environmental issues, such as acid rain, ozone and fine particles, United States implements a series of NOx pollution control standards, plans, and emission trading regulations, which successfully reduce NOx emissions. The environmental legislations, technology options and control effects of the NOx emissions from coal-fired power plants in United States were systematically analyzed. Based on the experiences of United States, we propose the NOx emission control strategies for coal-fired power plants in China.
